Section 70.1 of the NYS Civil Service Law. NY HELPS
Qualifications:High school graduation or equivalent and six years
of full-time satisfactory experience in civil engineering or
engineering technology related to transportation infrastructure
work.Substitution: Thirty semester hours of training from a
technical institute, community college or college in civil
engineering, civil engineering technology, construction technology,
engineering, physical or applied sciences on a year-for-year basis,
up to four years.This title is part of the New York Hiring for
Emergency Limited Placement Statewide Program (NY HELPS). For the
duration of the NY HELPS Program, this title may be filled via a
non-competitive appointment, which means no examination is required
but all candidates must meet the minimum qualifications of the
title for which they apply.At a future date, it is expected
employees hired under NY HELPS will have their non-competitive
employment status converted to competitive status, without having
to compete in an examination. Employees will then be afforded with
all of the same rights and privileges of competitive class
employees of New York State. While serving permanently in an NY
HELPS title, employees may take part in any promotion examination
for which they are qualified.Duties Description DUTIES: Under the
direction of a Professional Engineer, this position will function
as the Albany Division Thruway Capital Program Engineer, Permit
Engineer and Construction Office Engineer This position will
perform the following engineering and engineering related duties:
Capital Program Engineer:--- Receive and distribute incoming
Scoping Documents, plans, proposals, project recommendations, etc.
for highway and bridge capital program improvements to appropriate
program managers while performing independent review and
communicating division recommendations to main office--- Provide
monthly updates to the capital plan letting schedule---
Participates in inter-agency capital planning and coordination
meetings --- Serve as liaison to NYSDOT projects and attend
progress meetings to convey Thruway policy and communicate details
to division.--- Participate in various local metropolitan planning
organization (MPO) meetings. (GTC, GBNRTC, etc.)--- Manages
development of the NYSTA multi-year highway and bridge capital
program --- Monitors capital construction encumbrances, contract
lettings, and expenditures to ensure compliance with the NYSTA
fiscal plan, management goals, and contract letting targets ---
Provides technical and policy guidance to division staff about the
capital construction and related programs--- Reviews capital
construction program evaluation criteria prepared by division ---
Identifies project related cost, schedule, and funding source
changes that affect programs, and recommends modifications to
resolve those problems--- Develops systems, methods, & techniques
for management and evaluation of capital programs and projects---
Perform ICS and other duties as assigned. Permit Engineer:---
Evaluates and comments on development activities and thruway permit
submittals, consistent with the NYSTA regulations and policies
relative to work in the right-of-way and access ---
Tracks/maintains permit applications, reviews traffic studies and
technical writer for permits/letters of Authority --- Enforces
regulations and policies relative to development activities and
access, reviews and approves subdivision plats and right-of-way
dedications and coordinates development plans and reviews with
Division staff, outside engineering consultants, and other agencies
as appropriate.--- Ensures NYSTA Standards and Specifications
including traffic control measures, construction materials, and
procedures are used in the development of engineering plans---
Construction oversite and observation duties for select permit
projects--- Maintain and update GIS database of permit locations
--- Reviews and processes Utility Service Action Request (USAR) in
conjunction with the Division Facilities Engineer.--- Inspects
Thruway Real Property for compliance with appropriate permits.
Investigates and remediate Right-of-Way/property encroachments or
permit violations in accordance with Thruway Policy. --- Liaison
with HQ on any Real Property inquiries and/or submittals.---
Receive, review, and comment on any State Environmental Quality
Review Act (SEQR) submittals --- Process all Request for Access
forms for NYSTA Design Consultants.--- Manage NYSTA Cell Tower
program at the Division Level.--- Manage Pre-Bid Inspection for
Design Contracts.Office Engineer:--- Support the Project Engineers
with the following: o Initialize/Set Up each project in the CEES
Program o Monitor the contractor's insurances and notify the
Project Engineer of any upcoming expirations o Order Job Stamps o
Scan and file records plans o Create item explanations to be used
for change orders o Review Orders-on-Contracts from Project
Engineers and prepares and sends OOCs to HQ for processing o Check
and monitor the status of project payment estimates,
Order-on-Contracts, subcontractor approvals, etc.Additional
Comments This is a NYS Thruway Authority Unit 2 CSEA position:
Health Insurance and Prescription Drug Coverage. Dental and Vision
Coverage. 13 Paid Holidays, 4 of which are floating holidays, which
are credited in July each year for use from July 1st through June
30th.?? Vacation, Sick and Personal Accruals. Sick Leave is
credited at the rate of one-half day each biweekly pay period up to
a total of 165 days. Sick Leave Incentive Plan - Employees who have
not accumulated 165 sick days and have not used sick leave during
the periods of January 1st to June 30th or July 1st to December
31st each year, may receive two days of pay for each six-month
period.? Employees who have a sick leave balance of 165 sick leave
days, and continuously maintain that balance for each six-month
period, may receive four days of pay for each six-month period.?
Employees with 20+ years of Authority/State service may receive up
to an additional five days of vacation leave accruals annually.
Vacation Exchange Program - Between November 15th. and December
31st of each year, employees who have previously earned and accrued
vacation credits may elect to receive cash payments in lieu of the
use of up to five days of such accrued vacation credits.? Employees
who maintain a 35-day vacation accrual balance in the pay period
prior to submitting the election form may exchange an additional
five days for a total exchange of 10 days of accrued vacation
credits. Membership in the New York State and Local Retirement
System, as well as optional enrollment in the NYS Deferred
Compensation Plan. Tuition Assistance Program, which reimburses 90%
of tuition costs for approved courses up to 21 credit hours per
year. New York's 529 College Savings Program, which provides New
York families with a tax-advantaged way to save for college.
Longevity Pay - Employees with five years of satisfactory service
at or above the maximum salary of their grade will be eligible to
have salary advanced to the First Longevity, 10 years of
satisfactory service will advance to the Second Longevity, and 15
years of satisfactory service will advance to the Third Longevity.?
Longevity pay has a positive impact on retirement.? Employees are
paid bi-weekly, with no lag time. Some positions will be eligible
for downstate and/or geographical pay depending on location and
